«» VOLUME LXV Stic Virginia Military Institute, Lexington, Virginia October 6, 1973 NUMBER 5 Parents Council Meeting by Freddie Martin The annual meeting of the VMI Parents Council, held at VMI on Friday, 5 October, e l e c t s new Council members. Registration for Council members and their wives was held from 9:45 to 10:45 a.m. Coffee was served in the upstairs lounge before the meeting, which was held in the Activitiy Room of Moody Hall beginning at 10:30 a.m. The meeting was called to order at 10:30 a.m. with Mr. Charles W. Gardner, Chairman, presiding. The invocation was delivered by Commander Robert K. Wilson, John M. Camp '05, Chaplain to the Corps of Cadets. The "RoU CaU" was taken by Mr. Easley L. Moore, Jr. '65, secretary. Speakers to the council were as follows: Major General Richard L. Irby '39, Superin-tendent, VMI; Colonel Barks-dale, director of Cadet Affairs; Brigadier General James M. Morgan, Jr. '45, Dean of the Faculty; and Colonel William J. Buchanan '50-B, Commandant of Cadets and Professor of Military Science. Next on the schedule was the Report of the Chairman, Mr. Gardner. Mr. Joseph D. Neikirk '32, Executive Vice-President, VMI Foundation, Inc., followed Mr. Gardner with the Report on the Parent's Annual Fund. Nominations for new officers was presented by Mr. David Stormont III, Chairman of the Nominating Committee. He was then called Nominations for new officers was presented by Mr. David Stormont III, Chairman of the Nominating Committee. He then called for further nominations. After the nominations were closed the election of new of-ficers was made. Also the ap-pointment of Committees was made for the 1973-74 team. The Council then heard from the new officers. Announcements were delivered and accepted by the Council Secretary, Easley L. Moore, Jr. The Council adjourned at 12 noon for the day. A reception and luncheon was held for council members and their wives and principal Institute officials and their wives as the guests of the Institute and the VMI Foundation, Inc. The Luncheon began at 12:45 p.m.. Elects News Officers A general meeting of all parents will be held on Satur-day, 6 October, in Jackson Memorial Hall at 10:30. ARTHUR L. LOWE. JR.. of Lynchburg. Va. has been elected Vice-Chairman for the 1974-75 Parents Council. David. his son, is a Third Classman. Presiding once again will be Mr. Gardner. The invocation will be delivered by Cadet Wilson Johnson III of Rich-mond, Virginia, President of the Religious Council. Those Cadets to be introduced to the assembly are: Glenn A. Moore of Alexandria, Cadet Host for Parents Weekend; Albert J. Graham III of Roanoke, Virginia, Editor of the VMI Cadet: Albert H. Zinkand of Washington, D. C., Editor of the VMI Bomb; Stephen J. Wolf of Cincinnati, Ohio, President of the Honor Court; and Nathaniel Beaman IV of Norfolk, Virginia, President of the First Class. A welcome will then be extended to the parents by Cadet First Captain James M. Wilkinson II of Richmond, Virginia. The introduction of other dignitaries will then be made, followed by a report by Mr. Wade C. Ridley, Vice Chairman of the Parents Council, Chairman of the Parents An-nual Fund, and Chairman-elect of the Parents Council for 1974- 75. After remarks from Mr. Gardner the parents will be addressed by Major General Irby. Important announcements will be made by Mr. Moore and the meeting will adjourn. Mc- Symposium Speaker Urban Problems Experts Scheduled For Symposium Charles F. Phillips, Jr., currently professor of Economics at Washington and Lee University, will be one of the principal speakers for the annual VMI Symposium. Graduating cum laude from the University of New Hampshire and receiving a doctorate from Harvard, Professor Phillips is highly qualified to discuss the Symposiuiu's theme: Com-munity planning in Our Future: Design or Disaster. A professor at W&1» for fourteen years. Dr. Phillips has not only taught in such fields as economics, government, business and industry, he has utilized his skills as a par-ticipant in various levels of local government. Currently mayor of Lexington, he has also chaired the Shenandoah PlanninK District Commission. He currently serves in various religious, public service, scouting, and community volunteer organizations in the Lexington community. CARL LOOP Carl Loop, a speaker in the VMI Symposium, is an officer in the Army's Corps of Engineers, and thus gives a different outlook to the problem of "Community Planning in our Future," the theme of the Symposium this year. A VMI graduate, class of '63, he earned a master's degree in civil engineering at Georgia Tech. Since graduation he has served in Korea, in Kentucky as a company commander, and in Vietnam. While an officer, he also served in capacities which deal with planning of trans-portation system^, small towns growth, regional organization, and engineering projects in North Carolina and Virginia. Loop is currently the R^ional planning director, Piedmont Trade Council of governments in Greensboro, North Carolina. ROBERT MORGAN Robert J. Horgan, a noted pioneer is urban development, will be featured in the annual Symposium to be held this month at VMI. Dr. Horgan, who received his doctorate from Notre Dame, is currently the director of the Urban and Research Centers of the In-stitute for Business and Com-munity Development in Rich-mond. He also teaches graduate and undergraduate courses in political science, urban government and public ad-ministration at the University CHARLES W. The former mayor of Dubuque, Iowa has spent a majority of his professional life investigating urban governmental structures, housing and land use problems for several communities, and is currently engaged in similar research for Richmond, Virginia. The urban center, a division of the IBCD, conducts seminars, workshops and conferences on urban problems, and the Research Center assists in research projects which would alleviate these problems. Dr. Horgan's efforts have resulted in the publication of numerous articles which concern elections, small business, unions, urban councils, and the like. His research projects, contracted by various government bodies, include studies of personnel, university faculty, housing, unemployment and economic development.
