October 14, 1938 (two meetings this date)
· Special meeting called to discuss the offer of financing from Federal Emergency Administration of Public Works - PWA funds - for construction of Library and Stables
· Resolution accepting funds
· Minimum wage rates for construction workers in various categories
· Resolution of appreciation to Abram P. Staples from Attorney General’s office
· Running track for Cocke Hall deferred
· Erskine M. Ross Estate matters
· Library committee recommends additional appropriation for purchase of books, and employment of an additional librarian
· Superintendent reported as objectionable certain posters, photographs, and proposed newspaper releases relating to the premiere showing of the motion picture Brother Rat, and reported that he had notified Warner Brothers. Superintendent authorized to use his discretion to come to an agreement with Warner Brothers; can censor all advertising before released and enter into contract with the Warner Brothers executives guaranteeing to submit all advertising matter for the Superintendent’s approval.
· Resolution to President Franklin D. Roosevelt: expressing appreciation for his willingness to deliver the principal address at the Centennial ceremonies on November 11, 1939 and for his approval of a grant of funds to aid in financing the construction of a new library; therefore the President is invited to dedicate the new library on the occasion of his visit
