the 77th of the Institute, which was, on motion, recdived,
placed on file and ordered to be printed.
Resolved,
That the resolution of the Board of date
January 20, with regard to the use of the mess hall on
the occasion of the Final Balls be resci~d.
Resolved,
That, in as much as the removal of the old Ice
House has been strongly recommended by 1~. Goodhue, the
Architect, and Mr. Meehan, the Landscape Artist, lt.he
Buildings and Grounds Committee be instructed to carry out
the order to this effect passed June 23d, 1914, the
execution of which has been held in abeyance.
The Board adjourned from 1:15 to 3 p.m. for

Resolved,
That, beginning with the coming session,
the Final Ball shall be held on the night preceding the
Final Exercises and that the ball shall close at 3 a.m.
~ Whereas, in the opinion of the Board of Visitors,
(1) It is contrary to all good business practice for
one and the same man to collect funds for public purpose,
handle the same as treasurer, and finally disburse the same
on his own order without supervision.
(2) That the continuance of such practice is most
undesirable in that it exposes the cadet occupying this
position to daneerous and harmful criticism against which
he has no defense.
Therefore be it resolved,
(1) That a cadet must first secure permission of the
Superintendent, through the Commandant, before he can
collect funds in barracks for the purposes hereinafter
mentioned; that all funds thus collected must pass through
the hands of the Treasurer with a detailed statement of the
sources from which the collections have been made, and
taking the Treast~er's receipt therefor.
That this is to apply particularly to the funds raised
for the German, Final Ball and the Bomb, it being understood
that the pnoposed plan already is in practice with regard to
the Athletic Fund, which includes the Post Exchange, the
Monogram Club and the Cadet.
(2) That the German and Final Ball shall be conducted as
before by representatives selected from the respective
classes but that they shall be under the general supervision
of the Superintendent and the immediate supervision of a
Faculty Committee of tvTo, one of whom shall be the Commandant.
That the cadet leaders shall submit all contemplated arrangements
for these f1mctions to said committee for its approval.
(3) That, in as much as there has been great criticism
by the patrons of the heavy expense attached to these
functions and of the serious hardship imposed upon some of
the patrons in supplying the necessary contl~ibutions, it
shall be the duty of this committee of the Faculty to reduce
the expense to reasonable limits.
(4) That fo1 .. the final German the v. M. I. shall furnish
the Hall, the Lights, the decorations and such labor as it
conveniently can. That for the Final Ball it shall furnish,
in addition to the above, the refreshments.
(5) That the Committee shall make a report to the
Superintendent with recommendations, accompanied by a report
from the Treasurer. That a copy be furnished to the Board
of Visitors at its next meeting.
(6) That a similar committee of two from the Faculty
shall exercise the same supervision over the publication
of the Bomb, as provided in the cases above mentioned, and
a similar report shall be required.
Resolved,
That all scholarships, except Cincinnati scholarships,
and cadetships, with less than full charges, awarded
v by authority of the Board shall be given to bonafide citizens
of Virginia and be considered State cadet appointments.

with the Power Plant.

drill masters .
Resolved,
That, on the recorru-nendation of the Archi teet,
the finished stucco color now prevailing with the officers'
quarters be adopted as the permanent color fo1 .. these quarters.
(2) That the Meehan plan for planting be adopted as the
official plan and that all future planting be done in
compliance with this plan
(3) That the Superintendent be directed to have vines
planted on the officers' quarters as provided by the plan
and the row of trees planted in front of the officers'
quapters s;outh-east of the road, but that trees be not
planted in front of the old Jackson Hall- Buildings and
Grounds Committee to have power to substitute maple for
sycamore.

That the bill of Thornets Meehan & Sons, amounting
to $226.38, of date June 8, for visit of Mr. J. Franklin
Meehan and Plan No. 3182 be approved.

That $5,000.00 be set apart to be used by the
Superintendent in his discretion for repairs, betterments and

furnishing suppers to cadets.
1ta>. G. T. Shepperd was in vi ted to appear before the
~ Board to suggest a plan for having the corps visit
Philadelphia while on its trip to Gettysburg.
